Abstract: The characteristics of communities differ from each other and so is their need for information. Knowing this, Strengthening Urban Resilience and Engagement programme (“SURE”), a programme implemented by the Nepal Red Cross (NRCS) in partnership with the British Red Cross developed a participatory process called "Participatory Campaign Planning-PCP" that engages target groups to design messages and modes of communication that is most effective and meaningful to them, increasing the likelihood of information being heard, understood and acted upon.
