Abstract: | The first component of the toolkit, comprising of a handbook and a training manual, is targeted at managers or practitioners responsible for implementing recovery programmes and would provide the how to develop and manage complex post-disaster recovery programmes. The second component consists of technical guidelines for how to build back better . These guidelines aim to close the gap where knowledge was lacking before, and build upon and refi ne the knowledge that already exists. The guidelines provide guidance on the process, content and technique to be adopted to implement sectoral programmes on livelihoods, land use planning, housing and critical facilities.
